5-801. (b)  (1) If the Bank Commissioner finds that the director or
officer has continued to engage in the unsafe or unsound
practice, the Bank Commissioner, with the advice of the Banking
Board, may report the facts to the Secretary of Licensing and
Regulation and the Attorney General. (2) A copy of the report shall be sent by
[registered] CERTIFIED mail, RETURN RECEIPT REQUESTED, BEARING A
POSTMARK FROM THE UNITED STATES POSTAL SERVICE, to each director
of the banking institution. 8-401. (c)  An order shall be sent by [registered] CERTIFIED mail,
return receipt requested, BEARING A POSTMARK FROM THE UNITED
STATES POSTAL SERVICE, to: (1)  The president of the savings and loan association
at its principal office in this State; or (2)  Whomever the association designates to the
Director. 11-415. (c)  The hearing notice to be given to the licensee shall be
sent by [registered] CERTIFIED mail, RETURN RECEIPT REQUESTED,
BEARING A POSTMARK FROM THE UNITED STATES POSTAL SERVICE, to the
principal place of business of the licensee in this State at
least 10 days before the hearing. (d)  An order suspending or revoking a license shall state
the grounds on which it is based and is not effective until 10
days after written notice of the order is sent to the licensee by
[registered] CERTIFIED mail, RETURN RECEIPT REQUESTED, BEARING A
POSTMARK FROM THE UNITED STATES POSTAL SERVICE, to the principal
place of business of the licensee in this State. 12-317. (c) The hearing notice to an applicant or licensee shall be
sent by [registered] CERTIFIED mail, RETURN RECEIPT REQUESTED,
BEARING A POSTMARK FROM THE UNITED STATES POSTAL SERVICE, to the
applicant or to the principal place of business of the licensee
at least 10 days before the hearing. 12-410. (b) (5) A licensee or surety may cancel a bond by giving
the Bank Commissioner notice of the cancellation by [registered]
CERTIFIED mail, return receipt requested , BEARING A POSTMARK
FROM THE UNITED STATES POSTAL SERVICE. However, the cancellation
