(b) The remainder of such proceeds shall be used for
additions and improvements to, and the renovation,
rehabilitation, modernization, and reconstruction of the Civic
Center in Baltimore City, to be or now being used for or in
connection with the operations, functions and activities of the
Civic Center in Baltimore City, and for acquiring and installing
equipment for any and all buildings, structures or facilities
authorized to be improved, renovated or modernized under the
provisions hereof, and for doing any and all things necessary,
proper or expedient in connection with or pertaining to any or
all of the matters or things hereinbefore mentioned.

SECTION 4. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

(House Bill 187)
AN ACT concerning
Mechanics' Liens - Improvements and Units Definitions
FOR the purpose of defining, under the laws relating to
mechanics' liens, the term "building" as including within
the meaning of the term any unit of a nonresidential
building that is leased or separately sold; and providing
that property which is subject to a mechancis' lien includes
any improvement to the property.
BY repealing and reenacting, with amendments,

Section 9-101 and 9-102(a)
