SECTION 2. AND BE IT FURTHER ENACTED, That all laws or
parts of laws, public general or public local, inconsistent with
this Act, are repealed to the extent of the inconsistency.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

(Senate Bill 442)
AN ACT concerning
State Lottery Agency - Liens
FOR the purpose of providing that certain amounts due to the
Lottery Agency by a licensed lottery sales agent shall be a
lien against the property of the person liable to the
Agency, both real and personal, upon the filing of notice
that the amount has become due and payable; providing that
notice of the lien shall be filed at a certain place and in
a certain manner; providing that the licensed lottery sales
agent shall be sent notice of the lien and may petition the
court for a hearing; providing that the lien created by this
Act shall have the same force and effect as a lien of
judgment; and providing a certain exception for an innocent
purchaser for value of personal property of the lottery
sales agent.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article S8D - State Lottery
23A.
(A) ANY AMOUNT DUE TO THE AGENCY BY A LICENSED LOTTERY
SALES AGENT, INCLUDING ANY INTEREST AND PENALTIES, SHALL BE A
LIEN UPON ALL THE PROPERTY, WHETHER REAL OR PERSONAL, OF THE
PERSON LIABLE TO PAY THE AMOUNT TO THE AGENCY FROM THE TIME WHEN
NOTICE IS FILED AS REQUIRED UNDER THIS SECTION THAT THE AMOUNT
HAS BECOME DUE AND PAYABLE.
