SECTION 2. AND BE IT FURTHER ENACTED, That if any provision
of this Act or the application thereof to any person or
circumstance is held invalid for any reason, the invalidity shall
not affect the other provisions or any other application of this
Act which can be given effect without the invalid provisions or
application, and to this end all the provisions of this Act are
declared to be severable.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1983.

CHAPTER 522
(Senate Bill 151)
AN ACT concerning
Dorchester and Talbot Counties Oysters - Diving Apparatus
FOR the purpose of prohibiting limiting a person from catching
oysters by certain methods using diving apparatus in
Dorchester County and Talbot County to a certain cull size
and a certain bushel limit; reserving certain waters in
Kent, Queen Anne's, Talbot, Dorchester, Wicomico, and
Somerset and Charles counties exclusively for hand tonging
of oysters from the natural oyster bars; and prohibiting the
use of patent tongs, dredges, hand scrapes, diving
apparatus, scoops, scrapes, or similar devices to catch
oysters in those waters; and requiring the Department of
Natural Resources to set aside certain waters of this State
to be used exclusively by hand tongers, after consultation
with the local oyster hand tonger committees in each area
for a certain period of time.
