HARRY HUGHES, Governor
grant leaves from the pre-release unit for certain purposes;
providing for the status of inmates on leave from a
pre-release facility; requiring inmates to carry certain
forms while on leave from a pre-release facility; including
the Pre-release Unit for Women under the Department of
Correction; repealing a provision relating to centers for
women; and generally relating to the Pre-release Unit for
Women.
BY adding to
Article 27 - Crimes and Punishments Section 678C Annotated Code of Maryland (1982 Replacement Volume and 1982 Supplement)
BY repealing and reenacting, with amendments, Article 27 - Crimes and Punishments Section 689 and 710C Annotated Code of Maryland (1982 Replacement Volume and 1982 Supplement)
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows: Article 27 - Crimes and Punishments 678C. (A)  THE COMMISSIONER MAY OPERATE A PRE-RELEASE UNIT FOR
WOMEN. THE COMMISSIONER MAY OPERATE THE "PRE-RELEASE UNIT FOR
WOMEN", FORMERLY KNOWN AS THE "PRE-RELEASE COMMUNITY ADULT
REHABILITATION CENTER FOR WOMEN", AS A PRE-RELEASE UNIT. (B)  THE COMMISSIONER HAS ALL POWERS, AUTHORITY, DUTIES, AND
FUNCTIONS RELATING TO THE PRE-RELEASE UNIT FOR WOMEN AS CONFERRED
UPON THE COMMISSIONER IN THIS ARTICLE RELATING TO CORRECTIONAL
AND REFORMATORY INSTITUTIONS. (C)  (1) THE COMMISSIONER SHALL DEVELOP COMPREHENSIVE
REHABILITATIVE PRE-RELEASE SERVICES, AND SHALL MAKE THESE
SERVICES AVAILABLE TO INMATES OF THE PRE-RELEASE UNIT FOR WOMEN.
(2) COMPREHENSIVE REHABILITATIVE PRE-RELEASE SERVICES
SHALL:
(I)  ASSIST INMATES TO IMPROVE THEIR EDUCATION,
UPGRADE THEIR VOCATIONAL SKILLS, AND OBTAIN SUITABLE EMPLOYMENT; (II)  GRANT INMATES THE OPPORTUNITY TO
STRENGTHEN FAMILY AND COMMUNITY RELATIONSHIPS THROUGH EXTENDED
FAMILY LEAVE;
