SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 78D - Regional Planning Council
4.
(a) The membership of The Council shall include three
representatives from the City of Baltimore, three representatives
from each of the counties of Anne Arundel, Baltimore, Carroll,
Harford and Howard, A REPRESENTATIVE FROM THE CITY OF ANNAPOLIS,
the Secretary of State Planning, the Secretary of Transportation,
the Secretary of Natural Resources, the Secretary of Health and
Mental Hygiene and four representatives to be appointed by the
Governor, namely, a member of the Maryland Senate, a member of
the Maryland House of Delegates, and two citizens of the State of
Maryland, as follows:
(c) (1) The county executive of Anne Arundel County shall
be a member of The Council and shall have authority to nominate,
constitute and appoint a permanent alternate, who shall be an
elected or appointed official of the government of Anne Arundel
County, to serve in his absence as a member of The Council. The
chairman of the County Council of Anne Arundel County shall be a
member of The Council and shall have authority to nominate,
constitute and appoint as a permanent alternate, a member of the
County Council of Anne Arundel County, to serve in his absence as
a member of The Council. The county executive of Anne Arundel
County shall appoint a member of the Anne Arundel County planning
advisory board as a member of The Council.
(2) THE MAYOR OF THE CITY OF ANNAPOLIS SHALL BE A
AN EX OFFICIO NONVOTING MEMBER OF THE COUNCIL AND SHALL HAVE
AUTHORITY TO NOMINATE, CONSTITUTE, AND APPOINT A PERMANENT
ALTERNATE, WHO SHALL BE AN ELECTED OR APPOINTED OFFICIAL OF THE
GOVERNMENT OF THE CITY OF ANNAPOLIS, TO SERVE IN THE MAYOR'S
ABSENCE AS A MEMBER OF THE COUNCIL.
(1) One additional member of The Council is a member of the
governing body of a municipal corporation within the regional
planning area, to be appointed by the Governor after consultation
with the chief executives of all of the municipalities within the
regional planning area. He is a full voting member of The Council
and has the same rights and powers as all other voting members.
The member authorized under this subsection shall represent the
municipalities within the area for a period of one year
commencing with the date of his appointment. Appointments shall
rotate in each successive year among those counties wherein are
located municipal corporations. Once a municipal representative
from a particular county has served a term, another municipal
representative from that county may not be appointed until a
municipal representative has served from each of the other
counties wherein are located municipal corporations. THE
