AN ACT concerning
Regional Planning Council - Membership
FOR the purpose of providing that the provision concerning a
member of the Regional Planning Council to represent
municipalities does not apply to municipal corporations
located in Anne Arundel County; providing that the Mayor of
the City of Annapolis shall be a an ex officio nonvoting
member of the Council; granting the Mayor the authority to
appoint an alternate in the Mayor's absence; providing a
formula for the share of the budget of the Regional Planning
Council to be paid by the City of Annapolis; and making
technical revisions in the existing provisions.
BY repealing and reenacting, with amendments,
Article 78D - Regional Planning Council
Section 4(a), (c), and (1) and 18
Annotated Code of Maryland

Preamble
WHEREAS, The City of Annapolis is the Capital of the State
of Maryland; and
WHEREAS, The City has received a designation as an urbanized
area under federal regulations and, as such, has been included as
a member of the Transportation Steering Committee of the Regional
Planning Council; and
WHEREAS, The City has been accorded full voting
representation on the Fire Chiefs Council of the Regional
Planning Council; and
WHEREAS, The City of Annapolis is among the most full
service of Maryland municipalities offering its citizens service
by the following City agencies: Aging, Community Development,
Fire, Planning and Zoning, Police, Public Works, Recreation and
Parks, and Transportation; and
WHEREAS, The City of Annapolis plays a unique role in the
Baltimore metropolitan region, a region whose economy and
well-being are best advanced when all units of government work
together to solve mutual problems; and
WHEREAS, Membership by the City of Annapolis on the Council
is consistent with legislative policy and intent expressed in the
creation of the Council; now, therefore,
