disagree as to what constitutes fair compensation, the
compensation shall be determined by a person or persons
designated by the Governor of Maryland. In allocating State and
federal funds which the State of Maryland distributes to the
counties, the State shall take into account the date of the
boundary alteration, the number of persons involved, and the type
of funds distributed.
(8) Except as otherwise provided, the inhabitants of
the area formerly located in Baltimore City are subject to all
public local and public general laws that apply in Baltimore
County.
(9) The area formerly located in Baltimore City shall
become part of the contiguous congressional, legislative,
councilmanic, and school board districts in Baltimore County.

SECTION 5. AND BE IT FURTHER ENACTED, That the Mayor and
City Council of Baltimore City and the County Council and the
County Executive of Baltimore County shall do all those things
necessary and proper to implement this Act.

SECTION 6. AND BE IT FURTHER ENACTED, That subject to the
provisions of Section 2 of this Act and for the sole purpose of
providing for the referendum required by this Act, this Act shall
take effect on July 1, 1983.

AN ACT concerning
Washington Suburban Sanitary District -
Bond Issuance

FOR the purpose of qualifying the interest paid on bonds, notes,
and other obligations of the Washington Suburban Sanitary
District for exemption from federal income tax, and to
comply with other requirements for the registration and
transfer of bonds, notes, and other obligations; and making
this Act an emergency measure.
