(5) Prior to the payment of any funds under the provisions
of this Act for the purposes set forth in Section 1(3) above, the
Mayor and City Council of Baltimore shall provide at least an
equal and matching fund of [$607,000] $861,000 $848,000 for this
project. No part of the applicant's matching fund may be
provided from State funds either directly or indirectly. No part
of the fund may consist of real property, or in-kind
contributions, or funds expended prior to the effective date of
this Act. In case of any dispute as to what money or assets may
qualify as matching funds, the Board of Public Works shall
determine the matter, and the Board's decision is final. The
Mayor and City Council of Baltimore have until June 1, [1983]
1985 to present evidence satisfactory to the Board of Public
Works that the matching fund will be provided. If satisfactory
evidence is presented, the Board shall certify this fact to the
State Treasurer, and the proceeds of the loan shall BE expended
for the purposes provided in this Act... If this evidence is not
presented by June 1, [1983] 1985 the proceeds of the loan shall
be transferred to the Annuity Bond Fund and applied to the debt
service requirements of the State.
(6) THE PROVISIONS OF ARTICLE 78A, SECTION 4 OF THE CODE DO
NOT APPLY TO THE AUTHORIZATION CONTAINED IN THIS ACT. IF THE
BOARD OF PUBLIC WORKS HAS NOT CONTRACTED OR MADE AN ALLOCATION
FOR THE PROJECT DESCRIBED IN SECTION 1(3) OF THIS ACT BY JUNE 1,
1985, THEN THAT PROJECT SHALL BE DEEMED ABANDONED AND THE
AUTHORIZATION CONTAINED IN THIS ACT SHALL BE AUTOMATICALLY
TERMINATED.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1983.

CHAPTER 429
(House Bill 547)
AN ACT concerning
Creation of a State Debt - Civic Center
FOR the purpose of authorizing the creation of a State Debt in
the amount of $2,500,000, the proceeds to be used as a grant
to the Mayor and City Council of Baltimore for the purpose
of renovating, altering, equipping, and improving the Civic
Center in Baltimore City, subject to the condition that the
Mayor and City Council of Baltimore provide a matching fund
of a certain type and amount for the same purpose by a
certain date; and providing generally for the issue and sale
of bonds evidencing the loan.
