AN ACT concerning
AELR Committee - Membership and Chairman
FOR the purpose of altering the number of Members of the general
Assembly House of Delegates who may General Assembly who
shall be appointed to the Joint Committee on Administrative,
Executive, and Legislative Review; providing altering
provisions for the appointment of Members, and for the
chairmen members of the Committee, and for staff; clarifying
language; generally relating to the chairmen chairman and
membership of the Joint Committee on Administrative,
Executive, and Legislative Review; and making this Act an
emergency measure.
BY repealing and reenacting, with amendments,
Article 40 - General Assembly
Section 40A(b)(l) and (g)(6) (a), (b), and (e)(1)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 40 - General Assembly
40A.
(a) [a] THERE IS A joint committee of the Senate and House
of Delegates of Maryland [is created, to be] known as the Joint
Committee on Administrative, Executive, and Legislative Review
[and to have the powers and duties here provided].
(b) (1) [At the conclusion of each regular session of the
General Assembly the] THE President of the Senate and the Speaker
of the House of Delegates, each with the approval of the
respective house of the General Assembly, shall appoint
respectively [five] 8 Senators and [five] 8 Delegates to comprise
the committee [until the following year].
(2) The number of Senators and the number of
Delegates of each political party shall be approximately in the
same proportion as their membership in in each house.
(3) [In alternate years the President and the Speaker
shall name the chairman of the committee, alternating between
members from the two houses.] THE PRESIDENT SHALL APPOINT THE
