18.
SUBJECT TO ARTICLE 40, SECTION 51 OF THE CODE, THE JOINT
COMMITTEE SHALL REPORT TO THE GENERAL ASSEMBLY BY THE 15TH DAY OF
EACH REGULAR SESSION OR MORE OFTEN, IF APPROPRIATE.
19.
STAFF SUPPORT SHALL BE SUPPLIED BY THE DEPARTMENT OF FISCAL
SERVICES.

20.
THERE IS AN ADVISORY COMMISSION ON FEDERAL-LOCAL RELATIONS.
21.
THE ADVISORY COMMISSION IS COMPOSED OF AN EQUAL NUMBER OF
MEMBERS OF THE SENATE AND HOUSE OF DELEGATES APPOINTED,
RESPECTIVELY, BY THE PRESIDENT OF THE SENATE AND BY THE SPEAKER
OF THE HOUSE.
22.
THE ADVISORY COMMISSION SHALL MEET FROM TIME TO TIME TO
CONSIDER ISSUES OF CONCERN TO THE JOINT COMMITTEE ON FEDERAL
RELATIONS.

SECTION 2. AND BE IT FURTHER ENACTED, That all files,
records, and other papers belonging to the Maryland Commission on
Intergovernmental Cooperation are to be transferred to the Joint
Committee on Federal Relations.

|
|
|
SECTION 3. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.
