[16. The President of the Senate and Speaker of the House of
Delegates shall appoint a standing committee to be known as the
Commission on Intergovernmental Cooperation. There shall be
eighteen members of this Commission, eight to be members of the
Senate of Maryland and eight to be members of the House of
Delegates of Maryland, and these members shall include ex
officio, the President of the Senate, the Speaker of the House of
Delegates and the majority and minority leaders of both houses.
The appointments shall be at the pleasure of the President of the
Senate and Speaker of the House. They also shall appoint a
chairman and a vice-chairman or two cochairmen. If cochairmen
are appointed, one cochairman shall be appointed by the
President, and one cochairman shall be appointed by the Speaker;
and the cochairmen shall serve at the pleasure of the President
and the Speaker. Two members of the Commission shall be the
president of the Maryland Association of Counties, Inc. and the
president of the Maryland Municipal League, Inc. or their
designees. In addition, the President of the Senate and Speaker
of the House may appoint to the Commission any member of the
General Assembly who holds a leadership position in a national or
regional legislative organization; these members shall also serve
at the pleasure of the President of the Senate and Speaker of the
House. The appointments may be made at any time.] [17. (a)  An Advisory Committee is created, with five members, as
an adjunct to the Commission on Intergovernmental Co-operation.
Members of the Advisory Committee shall be as named by the
Governor from time to time, except that three members of the
Advisory Committee shall always be as follows: (1) The Director
of the Department of Budget and Procurement, or an alternate
designated by him; (2) the Director of State Planning, or an
alternate designated by him; (3) the Attorney General, or an
alternate designated by him. (b)  The Advisory Committee shall meet from time to time as
requested by either the Commission or the Committee on
Intergovernmental Co-operation, and shall advise and consult as
requested on matters and problems being considered by the
Commission or the Committee.] 18.   Repealed. 19.   Repealed.
[20. It shall be the function of this Commission:
(a) To carry forward the participation of this State as a
member of the Council of State Governments, and from time to time
