(12)  The Maryland Environmental Trust; (13)  The Maryland Membership Unit of the Interstate
Commission of the Potomac River Basin; (14)  The Maryland Membership Unit of the Susquehanna
River Basin Commission; (15)  The Maryland Membership Unit of the Atlantic
States Marine Fisheries Commission; (16)  The Maryland Membership Unit of the Potomac
River Fisheries Commission; (17)  The Maryland Membership Unit of the Interstate
Oil and Gas Compact Commission; [and] (18)  The Maryland Membership Unit of the Interstate
Mining Commission!.]; AND (19)  THE HAZARDOUS WASTE FACILITIES SITING BOARD. 3-703. (b) (1) The Board consists of [seven] 8 members appointed
by the Governor who shall represent the various geographical
areas of the State. No more than one member of the Board shall
be a resident of the same county or of Baltimore City. (2) Of the [seven] 8 members: (i) Two shall be members of the scientific
community in the State, one of whom shall be a geologist; (ii) [Two] THREE shall be members of the
general public who have no financial interest in the waste
disposal industry, at least one of whom has had a demonstrated
involvement in environmental matters; (iii) One shall be appointed from a list of
three or more persons nominated by the Maryland Association of
Counties; (iv) One shall be appointed from a list of
three or more persons nominated by the Maryland Chamber of
Commerce; and (v) One shall be appointed from a list of three
or more persons nominated by the Maryland Municipal League. 3-706. (1) The Board shall consider, review, and approve or deny
hazardous or low-level nuclear waste sites [recommended by the
