(3) The assistant State's attorneys shall have the
same legal powers as the State's Attorney to represent the State
before grand juries and in the trial of criminal proceedings.
(4) The State's Attorney's appropriation for special
work and the employment of extra help is $500, to be spent only
with the approval of the judge of the Circuit Court.
(5) The State's Attorney is the appointing authority
for all employees of that office.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1983.

(House Bill 163)
AN ACT concerning
Income Tax - Withholding Exemptions
FOR the purpose of providing certain additional withholding
exemptions; permitting one withholding exemption in those
instances where an employee has filed an invalid withholding
certificate with an employer; and providing that this Act
shall take effect for taxable years beginning after a
certain date.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 81 - Revenue and Taxes
312.
(f)(2) If an employee provides his employer with a
withholding certificate which does not contain the information
that is required thereon or contains false or fraudulent
information, the certificate provided shall be deemed to be
