time the grant is made.
(B) UNTIL JULY 1, 1984, THE MARYLAND HISTORICAL TRUST ALSO
MAY MAKE GRANTS, NOT TO EXCEED 10 PERCENT OF ALL GRANTS MADE BY
THE TRUST UNDER THIS SECTION, TO BUSINESS ENTITIES FOR THE
PURPOSES AND PURSUANT TO THE CONDITIONS SET FORTH IN SUBSECTION
(A)(3) OF THIS SECTION.
(b) (C) If operating budget funds are appropriated for
these purposes, those operating funds may also be used by the
Trust or given as grants to nonprofit foundations[,] OR
organizations, POLITICAL SUBDIVISIONS, BUSINESS ENTITIES or
individuals for historic preservation education and promotion, to
include but not limited to, planning, research, survey, and
documentation as authorized.
[(c)] (D) The Maryland Historical Trust shall deposit in
the Capital Grant Fund all moneys which it derives from any
property acquired, preserved, restored, rehabilitated, or
reconstructed with moneys from the Capital Grant Fund.
[(d)] (E) By January 1 of each year, the Trust shall submit
a report to the Governor and the General Assembly of Maryland
reporting the financial status of the Fund for the preceding 12
month period.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

AN ACT concerning
Creation of a State Debt The National International Museum
of Ceramic Art
FOR the purpose of altering the date that a certain matching fund
must be provided by the National International Museum of
Ceramic Art under the National International Museum of
Ceramic Art Loan of 1980; and generally relating to the
issue and sale of bonds evidencing the loan.
