SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 88A - Social Services Administration
115.
(a) The Maryland citizen board for review of foster care
for children is created.
(b) The Maryland citizen board for review of foster care
for children, hereinafter referred to as the State board, shall
be composed of [nine] 11 members. One member for each judicial
circuit shall be chosen by and from the local boards which
compose [that circuit] JUDICIAL CIRCUITS 1 THROUGH 7. THREE
MEMBERS SHALL BE CHOSEN BY AND FROM THE LOCAL BOARDS IN JUDICIAL
CIRCUIT 8. One member shall be appointed by the Governor from
[his] THE GOVERNOR'S staff. Each STATE board member shall serve
a term of [4] 2 years and until [his] A successor is appointed
and qualified. [The terms of members of local boards serving on
the State board shall be coterminous with their terms as members
of the local boards.] HOWEVER, NO STATE BOARD MEMBER MAY SO SERVE
BEYOND THE COMPLETION OF THEIR TERM OF OFFICE WITH THEIR
RESPECTIVE LOCAL BOARD. The State board shall choose from among
its number a chairman by majority vote who shall hold the office
for [two] 2 years and until [his] A successor is chosen. The
chairman may [succeed himself] SERVE FOR MORE THAN 1 TERM
CONSECUTIVELY. The members shall serve without compensation, but
shall be reimbursed in accordance with standard travel
regulations for expenses incurred in carrying out their
responsibilities as members of the board.
118.
(A) The State board shall meet at least twice annually and
more frequently upon the call of the chairman to review and
coordinate the activities of the local boards and make
recommendations to the General Assembly with regard to foster
care policies and procedures. The State board may promulgate
policies and procedures relating to the function of local boards
consistent with the goals for the local boards enumerated in this
subtitle.
(B) IN CONSULTATION WITH THE CONCURRENCE OF THE SOCIAL
SERVICES ADMINISTRATION, THE STATE BOARD MAY ESTABLISH CATEGORIES
OF FOSTER CHILDREN FOR WHOM A SATISFACTORY PERMANENT ARRANGEMENT
HAS BEEN MADE AND WHO MAY BE EXEMPT FROM REVIEW BY THE LOCAL
BOARDS.
