(Senate Bill 715)
AN ACT concerning
Harford County - Alcoholic Beverages
FOR the purpose of prohibiting in Harford County, if the premises
constitute certain entities, certain persons and
organizations from consuming, possessing, or transferring
alcoholic beverages, with certain exceptions; permitting
certain exemptions; and specifying penalties.
BY repealing and reenacting, with amendments,
Article 2B - Alcoholic Beverages

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 2B - Alcoholic Beverages
86.
(j) (1) In Harford County, IF THE PREMISES CONSTITUTE A
RESTAURANT, TAVERN, HOTEL, CLUB, DANCE STUDIO, DISCO, OR PLACE OF
PUBLIC ENTERTAINMENT, a person, club, organization, or place of
public entertainment may not knowingly [permit] ALLOW the
consumption, possession, or transfer of alcoholic beverages
EXCEPT in a manner [prohibited] SPECIFICALLY PERMITTED OR
PROVIDED FOR by this article if:
(i) The person, club, organization, or place of
public entertainment is in POSSESSION OR control of the place as
owner, lessee, or user;
(ii) The place is open to the general public or
[is subject to licensing] IN ANY WAY LICENSED by the State of
Maryland or by Harford County; and
(iii) The place is not the room of a registered
guest in a hotel, motel, or hospice or the property of a
VOLUNTEER FIRE COMPANY, BONA FIDE CATERING ESTABLISHMENT,
COMMUNITY OR CIVIC ASSOCIATION, SWIM CLUB, OR BONA FIDE social,
civic, nonprofit, charitable, FRATERNAL, PATRIOTIC, EDUCATIONAL,
or public service organization, OR BONA FIDE RELIGIOUS
INSTITUTION IN EXISTENCE FOR A MINIMUM OF 3 YEARS.
