Creation of a State Debt - Energy Conservation
Grant Matching Fund Loan of 1982
FOR the purpose of authorizing the creation of a State debt
in the amount of $1,000,000 $420,000, the proceeds to
be used to provide funds to match federal grants
awarded under the Institutional Conservation Program
for energy conservation in State-owned schools and
hospitals and in public educational facilities; and
providing generally for the issue and sale of bonds
evidencing the loan.
The President put the question: Shall the Bill pass,
notwithstanding the objections of the Executive

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 528.
This bill authorizes the creation of a State Debt to be
used for a grant to the Mayor and City Council of Baltimore
for the renovation, restoration, rehabilitation and
alteration of the Baltimore Zoo.
House Bill 921, which was passed by the General
Assembly and signed by me on June 1, 1982, accomplishes the
same purpose. Therefore it is not necessary for me to sign
Senate Bill 528.
