FOR the purpose of authorizing the creation of a State Debt
in the amount of $2,000,000, the proceeds to be used to
supplement the financing of the design and construction
of public junior, community, or and regional community
college buildings, site improvements, and facilities,
and to supplement the financing of acquisition of
certain property in connection with those buildings,
site improvements, and facilities by the counties,
including Baltimore City; and providing generally for
the issue and sale of bonds evidencing the loan.
The President put the question: Shall the Bill pass,
notwithstanding the objections of the Executive
The roll call vote resulted as follows:

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 517.
This bill authorizes the creation of a State Debt to be
used to provide funds to match federal grants awarded under
the Institutional Conservation Program for energy
conservation.
House Bill 812, which was passed by the General
Assembly and signed by me on June 1, 1982, accomplishes the
same purpose. Therefore it is not necessary for me to sign
Senate Bill 517.
