Senate Bill No. 392
AN ACT concerning
Creation of a State Debt - Loyola College
FOR the purpose of authorizing the creation of a State Debt
in the amount of $720,000, the proceeds to be used to
assist in the planning, design, construction, and
equipping equipment of (1) the an addition to and
renovation of the Physical Plant Building; and (2) for
academic offices and classrooms in the building known
as the College Center located at Loyola College subject
to the requirement that Loyola College provide at least
an equal and matching fund of a certain type for the
same purpose by a certain date; providing that no
proceeds of the loan or any of the matching funds may
be used for religious purposes; and providing generally
for the issue and sale of bonds evidencing the loan.

notwithstanding the objections of the Executive

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, today I have vetoed Senate Bill 408.
That bill, like Senate Bill 58 which I vetoed following
the 1981 Session of the General Assembly, provides that the
costs and fees to be charged by the clerks of the courts of
this State, as determined by the State Court Administrator,
are subject to the approval of the General Assembly. Under
the bill enacted in 1981, the approval of two committees of
