AN ACT concerning
Municipalities - Double Taxation
FOR the purpose of eliminating the double taxation of
certain municipal taxpayers in certain counties by
creating a tax equalization system based upon the value
of certain governmental services provided by the
municipalities; providing that the provisions of this
Act shall apply to all counties requiring certain
county officials to meet with certain municipal
officials; and generally relating to county taxation in
certain municipalities.
BY repealing and reenacting, with amendments,
Article 81 - Revenue and Taxes

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 392.
This bill authorizes the creation of a State debt. The
proceeds will be used to assist in the planning, design,
construction and equipping of the addition and renovation of
the Physical Plant Building and for academic offices and
classrooms in the building known as the College Center
located at Loyola College.
House Bill 931, which was passed by the General Assembly
and signed by me on June 1, 1982, accomplishes the same
purpose. Therefore it is not necessary for me to sign
Senate Bill 392.
