Senate Bill No. 1 - By The President (Administration): EMERGENCY BILL AN ACT concerning Unemployment Insurance - Additional Benefits Favorable report adopted. AMENDMENTS TO SENATE BILL NO. 1 Offered from the floor by Delegate Neall: Amendment No. 1 - In line 51 on page 1, after "insurance benefits"
insert: "; providing that, notwithstanding certain provisions of
laws, rules, or regulations, an individual shall be
disqualified under certain circumstances for additional
benefits under this Act for failure to actively engage in
seeking work and for failure to apply for and accept
suitable work". Amendment No. 2 - After line 165 on page 3, insert: "(4) NOTWITHSTANDING SECTION 6(D) OF THIS
ARTICLE OR ANY OTHER PROVISION OF LAW, RULE, OR REGULATION
TO THE CONTRARY: (I) AN INDIVIDUAL SHALL BE DISQUALIFIED
FOR ADDITIONAL BENEFITS FOR ANY WEEK OF UNEMPLOYMENT IN THE
INDIVIDUAL'S ELIGIBILITY PERIOD DURING WHICH HE FAILS TO
ACTIVELY ENGAGE IN SEEKING WORK. THE DISQUALIFICATION SHALL
CONTINUE THEREAFTER UNTIL THE INDIVIDUAL HAS BEEN EMPLOYED
DURING AT LEAST 4 WEEKS WHICH BEGIN AFTER HIS FAILURE TO
ACTIVELY ENGAGE IN SEEKING WORK AND HAS EARNINGS THEREIN
EQUAL TO AT LEAST 4 TIMES HIS WEEKLY ADDITIONAL BENEFIT
AMOUNT FOR PURPOSES OF THIS PARAGRAPH, "ACTIVELY ENGAGED IN
SEEKING WORK" MEANS THAT THE INDIVIDUAL IS ENGAGED IN A
SYSTEMATIC AND SUSTAINED EFFORT THROUGHOUT THE WEEK TO
