FOR the purpose of altering the disposition of certain
moneys in or credited to the Small Business Develoment
Financing Fund; used for the purposes of the Small
Business Development Financing Authority; authorizing
the creation of a State debt in the amount of
$2,000,000, the proceeds to be made part of the Small
Business Development Financing Fund to provide
financial assistance to qualified applicants; and
providing generally for the issue and sale of bonds
evidencing the loan.
BY repealing and reenacting, with amendments,
Article - Financial Institutions
Section 13-222(b)
Annotated Code of Maryland
(1980 Volume and 1981 Supplement)
The Speaker put the question: Shall the Bill pass,
notwithstanding the objections of the Executive?
The roll call vote resulted as follows:

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 811.
This bill authorizes the creation of a State debt. The
proceeds of this loan to be used for State grants to certain
public and nonprofit entities for the construction,
acquisition, renovation, and equipment of community, mental
health center components, addiction facilities, mental
retardation facilities, and developmental disabilities
facilities.
Senate Bill 516, which was passed by the General
Assembly and signed by me on June 1, 1982 accomplishes the
same purpose. Therefore it is not necessary for me to sign
House Bill 811.
