Mr. Carl Eastwick
Chief Legislative Officer
202 State House
Annapolis, Md. 21404
Dear Mr. Eastwick:
I am writing to request that HB 165 be vetoed. This is
a measure to increase by one hundred dollars the annual
expense allowance for the sheriffs of Baltimore City.
When HB 165 was considered by the City Delegation and
the City Senators and enacted by the General Assembly, it
was generally thought that, despite the efforts of the City
Delegates and City Senators, the employees of the City
Sheriff's Office were not to be included in the annual
salary review conducted by the Secretary of Personnel. This
proved incorrect; at the last minute there was an adjustment
to the annual salary review providing a significant increase
in the salaries of the personnel covered by HB 165.
Accordingly it is not appropriate to provide the kind of
adjustment which the bill proposed to make in their expense
allowance.
I have consulted with the Chairman of the City House
Delegation and the City Senators as well as with the chief
sponsor of HB 165, all of whom agree that HB 165 should be
vetoed in light of the salary adjustment made for the
sheriff's employees.
Your cooperation will be very much appreciated.
