Members having answered to their names, the Chief Clerk
announced that a majority of all members elected being
present, the House was ready under the provisions of the
Constitution to proceed with business.
On the motion of Delegate Alperstein, of Baltimore
County seconded by Delegate Harrison of Baltimore City, the
name of Delegate Minnick of Baltimore County was placed in
nomination for Speaker Pro Tern. By motion of Delegate Brown
of Baltimore City, nominations were closed; Motion
prevailed.
Delegate Minnick was elected unanimously.
The Chief Clerk appointed Delegates DePazzo of District
8 of Baltimore County and Staab of District 8 of Baltimore
County to escort the Speaker Pro Tern to the rostrum.
The Speaker Pro Tern was sworn in by Jacqueline M.
Spell, Chief Clerk of the House of Delegates.
The chair called for nominations for Speaker of the
House of Delegates for the regular session of the Maryland
General Assembly for 1982.
On motion of Delegate Weisengoff of Baltimore City
seconded by Delegate Robertson of Montgomery County,
Delegate Cardin of Baltimore City, was nominated for Speaker
of the House.
By motion of Delegate Beck of Carroll County,
Nominations were closed; motion prevailed.
Upon the motion of Delegate Neal of Anne Arundel County
the election for Speaker was made unanimous. The Speaker
pro tern announced the election of Delegate Cardin.
The Speaker-elect of the House was escorted to the
rostrum by Delegate Robertson and Delegate Beck. The
Speaker pro tern administered the oath of office to the
Speaker, Delegate Cardin of Baltimore City.
The Speaker addressed the House.
