Senate Bill No. 1091
AN ACT concerning
Carroll County - Budget and Finance
FOR the purpose of authorizing the Carroll County
Commissioners to establish a fund for self insurance of
county property; providing that the Commissioners may
set certain limits on the fund; providing that the
annual county appropriations shall make certain
reimbursements to the fund; enumerating what moneys are
included in the Carroll County surplus fund;
authorizing a reserve fund for permanent public
improvements to be funded from a specific source,
delineating certain procedures for public hearings
before any expenditure is made from the reserve fund
for permanent public improvements; providing that the
reserve fund be used for a certain purpose; and
generally relating to budgeting and financial
considerations in Carroll County.
