retarded and mentally ill; and State funding to "hold
harmless" many other vital human services programs from the
federal funding cutbacks. Few if any states have made such
a strong, sustained effort to mitigate the plight of the
poor and vulnerable in the face of federal retrenchment. I commend the sponsors and supporters of both Senate
Bill 926 and House Bill 1596 for recognizing the need for
the State to assist low-income pregnant women, particularly
during the first 5 months of pregnancy when the Omnibus
Reconciliation Act leaves them without any cash assistance.
With the signing of House Bill 1596, we will have assumed
responsibility to help pregnant women to better meet their
essential needs during this critical pre-natal period.

Senate Bill No. 926 AN ACT concerning Aid to Families with Dependent Children -
Coverage for Anticipated Child FOR the purpose of providing that certain public assistance
payment shall be payable to cover the financial needs
of the anticipated child and pregnant natural mother
woman; mandating the Secretary of Human Resources to
promulgate certain rules and regulations and to take
certain actions; and generally relating to public
assistance for an anticipated child and the natural
mother pregnant woman. BY adding to Article 88A - Social Services Administration Section 52A Annotated Code of Maryland (1979 Replacement Volume and 1981 Supplement) The President put the question: Shall the Bill pass,
notwithstanding the objections of the Executive The roll call vote resulted as follows: Affirmative: 10                                                                          Negative: 35 (See Roll Call No. 72) The President announced the veto was sustained.
