with the reduced retirement allowance, shall be certified by
the actuary to be of equivalent actuarial value to [this]
HIS retirement allowance, and shall be approved by the board
of trustees.
Article 78 - Public Service Commission Law
35.
(a) No route or schedule of a motor vehicle for which
a motor carrier permit is granted may be changed or
abandoned without permission, in writing, from the
Commission. Such permission may be granted only where the
Commission finds that the public convenience and welfare are
not prejudiced thereby. However, an owner may temporarily
operate substitute or reserve vehicles,' where necessary in
an emergency, in order to maintain the prescribed schedules
over his route.
[(c)] (B) Permits issued to carriers of flammables
shall not restrict such carriage to any fixed routes or
schedules.
[(d)] (C) Nothing in this subtitle shall be construed
to limit the power of incorporated cities and towns to adopt
reasonable traffic regulations, including the designation of
streets and the power to prohibit the use of certain streets
or the parking of vehicles thereon where such use or parking
may menace the public safety or unduly congest traffic.
68.
(c) (1) The Commission may not authorize ANY MANDATORY
telephone company charges based on a measured time period
unit rate for local messages, except as provided in
paragraph (2) of this subsection. However, the Commission
shall study such mandatory telephone charges for computer
data transmissions and report back to the General Assembly
by January 1, 1982.
(2) After June 30, 1982, for computer data
transmissions, the Commission may authorize mandatory
telephone company charges based on a cost-justified measured
time period unit rate for local messages.

(d) (2) For the purposes of this section, the term
"State employee" includes:
(i) Any regular classified or unclassified
employee of the State for whom compensation is provided for
by State appropriation or whose compensation is paid, in
whole or in part, from State funds;
