(1)  Any item may not exceed a cost value of $25,
and

(2)  An owner or other person may not receive
more than one item in connection with any one transaction.

425.

(b) A county or municipal corporation may not enact
any local law, ordinance, or regulation regulating
secondhand precious metals and gem dealers, and this
subtitle [supercedes] SUPERSEDES and preempts all such
existing laws, ordinances, or regulations.

SECTION 4. AND BE IT FURTHER ENACTED, That section(s)
of the Annotated Code of Maryland (as enacted by Chapter 526
of the Acts of the General Assembly of 1980) read(s) as
follows:

Article 64A - Merit System

3.

The following positions shall not be included in the
classified service, namely: those held by officers elected
by popular vote and officers whose appointment and election
is provided by the Constitution, including deputy clerks
provided for by the Constitution, Article 4, §§ 26 and 37;
officers and employees of the General Assembly or of either
house thereof; any register of wills, any clerk of court,
any State's attorney; supervisors of assessments in the
several counties and Baltimore City; the deputy and
assistant attorneys general and all other attorneys employed
in, or connected with, the State Law Department, except
where a specific statutory provision includes any such
person in the classified service; the general counsel and
assistant general counsel of the Public Service Commission;
with the exception of the Motor Vehicle Administrator,
members of boards and commissions and all other persons
holding positions by direct appointment from the Governor or
from the Board of Public Works; all secretaries, chief
clerks, and chief administrative officials of all State
offices, boards, commissions, departments, and institutions
as determined by the Secretary with the approval of the
Governor; employees of or assigned to the executive mansion;
members of the State Aviation Administration and toll
facilities police forces, except that members of these
forces shall be subject to the provisions of this article to
the same extent that members of the Maryland State Police
are so included, and members of the State Aviation
Administration and toll facilities police forces shall
receive such compensation as shall be provided in the State
budget; members of the police force and all employees of the
police commissioner for the City of Baltimore and of the
