of the first sentence and the entire second
sentence of former Article 43, § 568Jb.

The former provision calling for a quorum, of
"{f}our (4) members" is restated, without
substantive change, in more general language that
refers to a "majority of the full authorized
membership of the Commission". This language
conforms to similar provisions elsewhere in this
article and will accommodate possible future
legislative changes in the number of members to
be appointed to the Commission, without the
necessity of enacting a conforming change here.
As to the current "full authorized membership" of
the Commission, see § 19-203(a)(l) of this
subtitle.

The second clause of the first sentence of
Article 43, § 568Jb., which provided that a
vacancy "does not impair its power to act", is
deleted as inconsistent with the express
requirement that at least 4 members concur in any
action and as otherwise unnecessary.

(B)  MEETINGS.

THE COMMISSION SHALL MEET AT - LEAST 6 TIMES A YEAR, AT
THE TIMES AND PLACES THAT IT DETERMINES.

REVISOR'S NOTE: This subsection is new language derived
without substantive change from the fourth
sentence of former Article 43, § 568Ja.

The phrase "at the times and places that it;
determines" is added for clarity.

The second sentence of former Article 43, §
568Ja., which required the Commission to meet as
frequently as needed, is deleted as unnecessary
in light of the requirement that the Commission
meet "at least" 6 times a year.

The third sentence of former Article 43, §
568Ja., which required open meetings, is deleted
as unnecessary in light of Article 76A, § 7 et
seq. of the Code.
