counter on Sundays; providing that the State's Attorney
for Charles County is entitled to reimbursement for
reasonable expenses during his performance of duties,
subject to the approval of the County Commissioners;
providing that in Caroline County a person may not hunt
with a gun or weapon, target practice with a gun or
weapon, or discharge a gun or weapon on the lands of
another without obtaining written permission or license
from the owner or possessor of the land; providing that
in Carroll and Frederick counties, notwithstanding
certain other provisions of law, any retail
establishment may conduct business in the usual manner
on the 4 consecutive successive Sundays that
immediately precede December 25; repealing a
requirement that election guards in Washington County
be paid a certain amount; authorizing the State
Administrator of Election Laws, with the ratification
of the State Administrative Board of Election Laws, to
excuse for just cause a failure by certain parties to
pay a late filing fee; requiring the State
Administrator's decision to excuse or not excuse to be
in writing and to set forth certain circumstances and
reasons for the decision; providing the courts with the
authority to relieve certain parties of certain
actions; and permitting the decision to be made without
notice or hearing; providing that employment in the
Insurance Division satisfies certain experience
qualifications for certain insurance licenses; amending
the definition of "user" in the laws relating to the
motor vehicle fuel tax in order that certain nonprofit
volunteer rescue squads be allowed to purchase diesel
fuel to operate certain vehicles and equipment without
paying that tax; repealing a requirement that the dog
warden of Charles County receive not less than a
certain salary and be provided a vehicle by the County;
repealing certain provisions of law relating to the
liability of certain owners of certain dogs; providing
that Home Improvements Commission inspectors shall
investigate only home improvement complaints; providing
that the fee for renewal of professional foresters'
licenses is a certain amount and that the State Board
of Registration for Foresters does not have the
authority to fix the fee up to a certain amount;
providing for the payment of funeral expenses by a
child whose delinquent act results in the death of
another; clarifying procedures for establishing a
principal or branch office of a savings and loan
association; altering and providing for the authority
of the Secretary of Natural Resources over tonging and
handscraping for oysters under certain conditions;
providing for and requiring the continuing education of
first-class mine foremen and fire-boss certificate
holders; providing for the expiration and reissuance of
certain certificates; repealing certain provisions of
law relating to certificates to take alive, train, and
