A(ll) Give priority to the maintenance and
improvement of water supply and sewerage
facilities to serve existing communities.
A(12) Reduce the impact of flooding on
existing communities.
B. Policies to protect agricultural land, assure
the conservation and wise, balanced use of
Maryland's natural resources, and to secure
recreation and open space resources for the use
and enjoyment of this and future generations:
B(l) Promote the retention, conservation
and preservation of productive agricultural
and forest land.
B(2) Conduct State projects, programs, and
investments such as highways, major public
facilities, and sewerage and water
facilities to minimize the conservation of
productive agricultural and forest land.
B(3) Discourage residential sprawl.
B(4) Continue to acquire and develop or
reserve land for open space and recreation,
while considering the interests of the
local government involved.
B(5) Discourage the extensive use of
septic and other on-lot waste disposal
systems in productive rural areas not
planned for growth and development.
B(6) Discourage the use of privately owned
sewage collection and treatment systems
which facilitate development unrelated to
food or fiber production on productive
agricultural or forest land.
B(7) Direct new transportation
construction in rural areas to support
growth and development compatible with the
scale and character of the areas.
B(8) Discourage development in areas with
inadequate or inconsistent groundwater
yields not served by public water
facilities.
