3. The Council shall be provided necessary
administrative, clerical and supporting services
through the office of the Secretary of Public
Safety and Correctional Services.
Representatives in the Council shall serve
without compensation, but shall be reimbursed for
actual expenses incurred in the performance of
their duties. The Council shall meet at least
monthly and may establish working groups
consisting of representatives of federal, state,
and local agencies, the business community, and
other interested and appropriate persons, groups,
or entities.
4. The Council shall provide information and
recommendations to the Governor, as appropriate,
concerning:
(a) The magnitude of personal injury,
death, and monetary loss in Maryland
attributable to arson;
(b) Arson detection techniques to assist
State and local jurisdictions in improving
arson prevention, detection, and control,
including the need for additional
laboratory equipment;
(c) The need for increased training to
assist State and local fire service and law
enforcement personnel in arson prevention,
detection, and control;
(d) The adequacy of the methods used in
the collection of arson data in Maryland,
including the availability of information
systems used to predict incidents of arson;
(e) The existence of State and local laws,
programs or practices, which may have the
inadvertent effect of contributing to
arson, including those related to insurance
and housing;
(f) The existence of institutional
impediments within State and local
government to effective arson prevention,
detection, and control;
(g) Strategies for the identification and
