EXECUTIVE ORDER OF FEBRUARY 10, 1982

ADVISORY BOARD ON RAPE AND SEXUAL OFFENSES

WHEREAS, The crimes of rape and sexual offenses continue to
be of grave concern throughout our State. The Uniform
Crime Reporting Index documents 1,327 reported assaults
in 1976. Rape and sexual offenses increased to 1,681
reported incidents in 1980. Assistance programs for
victims of these crimes have been developed in some
local areas of our State but no statewide assessment of
service or need has been determined systematically.

WHEREAS, The need for preventive and educational measures
cannot be and should not be ignored. The availability
of medical services and victim counseling on a
statewide basis must be assessed and necessary remedies
taken. The laws of Maryland, which were reformed
substantially in the mid 1970's should be monitored and
reviewed to make certain that the laws governing these
offenses are adequate and are enforced vigorously.

NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF MARYLAND, BY
VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY PROMULGATE
THE FOLLOWING ORDER, EFFECTIVE IMMEDIATELY:

1.   There is a Governor's Advisory Board on
Rape and Sexual Offenses.

2.   The Board consists of seventeen members
appointed by the Governor as follows:

(a)  The Secretary of State
Department of Human Resources or a
designee;

(b)  The Secretary of State
Department of Health and Mental
Hygiene or a designee;

(c) The Chair of Maryland Commission
for Women or a designee;

(d)  A representative of the Police
Training Commission;

(e)  A representative of Maryland
Sheriff's Association;
