Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 980.

This bill provides that State and local employees may
have their wages garnished.

Senate Bill 24, which was passed by the General
Assembly and signed by me on June 1, 1982, accomplishes the
same purpose. Therefore, it is not necessary for me to sign
House Bill 980.

AN ACT concerning

Mental Hygiene - Procedures and Hearing for Admission

FOR the purpose of providing for procedures relating to the
admission or release of an individual to a facility
operated by the Department of Health and Mental
Hygiene; providing for a hearing under certain
circumstances; providing that the hearing be conducted
within a certain time in a certain manner; providing
that the hearing officer consider certain elements as
to the individual whose admission is sought; clarifying
language; and generally relating to circumstances and
procedures regarding admission to certain facilities.

BY repealing and reenacting, with amendments,

Article - Health - General

Section 10-617(a) and 10-631

Annotated Code of Maryland

(As enacted by Chapter ___ (H.B. 200) of the Acts

of the General Assembly of 1982)
