Preamble

WHEREAS, Attendant care contributes significantly to
the ability of many disabled citizens to live in their
communities by providing assistance to these individuals
with personal care and other activities of daily living; and

WHEREAS, It is the policy of the General Assembly to
assist disabled citizens to live in the least restrictive
environment; and

WHEREAS, Attendant care is consistent with the General
Assembly's policy of deinstitutionalization and may allow
many disabled individuals residing in institutions to live
independently within the community; and

WHEREAS, Attendant care affords many disabled
individuals the opportunity to become employed, and, as
such, taxpayers; and

WHEREAS, The cost of attendant care is prohibitive for
the vast majority of disabled citizens; and

WHEREAS, Other states have demonstrated the cost
effectiveness of providing financial assistance to disabled
individuals for attendant care services; and

WHEREAS, The General Assembly hereby resolves that
Maryland should provide financial assistance to its disabled
citizens for attendant care services and is therefore
enacting the following; now, therefore,
