VETOES

This bill amends Article 16 Section 74 so as to repeal
the portion of the section enabling a minor natural parent
to consent to adoption or guardianship.

Senate Bill 336, as a part of a comprehensive revision
of the adoption law repeals Section 74 and adds new Section
74(a) permitting the minor natural parent to consent to
adoption or guardianship under certain circumstances.

Since these bills contain amendments to the same
section of the law and deal with subject matter in terms not
consistent with each other it would not be possible to
reconcile the differences and give effect to the provisions
of both bills.

For these reasons I have decided to veto House Bill
903.

AN ACT concerning

Attendant Care Pilot Program

FOR the purpose of establishing a pilot program to provide
financial assistance for certain disabled persons in
need of certain services; defining certain terms;
requiring the Department of Health and Mental Hygiene
Education to establish and implement this program;
requiring the adoption of rules and regulations for the
operation of this program; specifying how financial
assistance will be provided; specifying that the
financial assistance offered by this program is in
addition to, but not duplicative of, certain other
State benefits; providing for a certain level of
funding in certain fiscal years; providing for the
allocation of funds for certain services and for
administrative costs; requiring the Department of
Health and Mental Hygiene Education to create an
advisory committee with representatives of the public
and private sector; requiring a report of results
within a certain period of time; providing for the
administration of the program; providing for the
automatic termination of this program; and generally
