REVISOR'S NOTE: This section is new language derived
without substantive change from former Article
43, § 1J(f).

The former reference to "prepare" is deleted as
obsolete.

The Commission to Revise the Annotated Code
notes, for consideration by the General Assembly,
that subsection (b)(2) of this section refers to
"areas", which the Commission believes refers to
"geographic areas", but which may refer to types
of services. The General Assembly may wish to
clarify subsection (b)(2) of this section.

It is set forth as a separate section for
emphasis.

The word "State" is added to achieve uniformity
among the names of the entities that this article
governs.

The only other changes are in style.
