(A) IN GENERAL.
THE DIRECTOR EXERCISES THE POWERS, DUTIES, AND
RESPONSIBILITIES OF OFFICE SUBJECT TO THE AUTHORITY OF THE
SECRETARY.
(B) REPORTS TO ASSISTANT SECRETARY.
THE DIRECTOR SHALL REPORT TO THE ASSISTANT SECRETARY
FOR MENTAL HEALTH AND ADDICTIONS.
REVISOR'S NOTE: Subsection (a) of this section is new
language patterned after the provision governing
the authority of the Director of the Drug Abuse
Administration, in § 9-203 of this article. This
addition is based on former Article 41, § 206D(b)
-- . now § 2-103(c) of this article — which
provides that the Assistant Secretary of Mental
Health and Addictions is responsible to the
Secretary for the functions and administration
and operation of the Administration. See also
the preamble to Ch. 746, Acts of 1976, which,
inter alia, created that office.
Subsection (b) of this section formerly appeared
as the first clause of the fifth sentence of
former Article 59, § 7. No changes are made.
As to the general responsibilities of the
Assistant Secretary for Mental Health and
Addictions and specific authority over the
Administration, see § 2-103(c) of this article.
See also revisor's note to that subsection, as to
the current designation of this Assistant
Secretary as "Assistant Secretary for Mental
Health, Mental Retardation, Addictions, and
Developmental Disabilities".
The last clause of former Article 43, § 1B, which
specified that the Department set policy for this
Administration, is deleted as unnecessary.

POWERS, DUTIES, AND RESPONSIBILITIES OF THE ADMINISTRATION.
REVISOR'S NOTE: This subsection is new language derived
without substantive change from the second clause
of the fifth sentence of former Article 59, § 7.
