Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 1045.
This bill clarifies and provides in the law the
procedures followed in computing and paying the
contributions payable by "municipal corporations"
participating in the State Retirement/Pension Systems.
House Bill 1883, which was passed by the General
Assembly and signed by me on June 1, 1982 accomplishes the
same purpose. Therefore it is not necessary for me to sign
Senate Bill 1045.

AN ACT concerning
Creation of a State Debt -
Supplemental Public School Construction
and Capital Improvements Improvement Loan of 1982
FOR the purpose of authorizing the creation of a State Debt
in the amount of $10,000,000 $4,000,000 $2,000,000, the
proceeds to be used to finance the construction,
improvement, or renovation of certain public school
buildings and facilities, including energy conservation
projects and the acquisition of real estate by the
counties County Boards of Education of this State and
by the Mayor and City Council of Baltimore; providing
for the method by which such financial assistance is to
be afforded to the various counties County Boards of
Education and the City of Baltimore; providing certain
limitations on certain assistance; and providing
generally for the issue and sale of bonds evidencing
the loan.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
