Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 643.

This bill provides that the Liquor Control Board of
Harford County will no longer be a State agency, and
prohibits employment of a person under 18 years of age by a
licensee.

House Bill 1206, which was passed by the General
Assembly and signed by me on June 1, 1982, accomplishes the
same purpose. Therefore, it is not necessary for me to sign
Senate Bill 643.

Federal Law Enforcement Officers - Warrantless Arrests

FOR the purpose of defining certain federal law enforcement
officers as police officers under certain circumstances
for purposes of making warrantless arrests for certain
crimes; granting federal law enforcement officers
certain status and immunity from suit; and generally
relating to federal law enforcement officers.
