Lida Lee Tall [School of Towson State University] LEARNING
RESOURCE CENTER;

(b) (5) [Of the Baltimore County share of the State
basic current expense, Baltimore County shall pay to Lida
Lee Tall School of Towson State University the percentage of
the State basic current expense obtained by dividing the
number of students in Lida Lee Tall School by the total
number of students enrolled in Baltimore County and the Lida
Lee Tall School. ] FOR EACH FULL TIME EQUIVALENT STUDENT
FROM A COUNTY WHO ATTENDS A LEARNING RESOURCE CENTER THE
DEPARTMENT SHALL PAY TO THE LEARNING RESOURCES CENTER THE
STATE BASIC CURRENT EXPENSE AID THAT WOULD OTHERWISE BE PAID
TO THAT COUNTY FOR THAT STUDENT. FOR EACH STUDENT WHO
ATTENDS THE LIDA LEE TALL LEARNING RESOURCE CENTER THE
DEPARTMENT SHALL PAY THE LIDA LEE TALL LEARNING RESOURCE
CENTER THE STATE SHARE OF BASIC CURRENT EXPENSES THAT
OTHERWISE WOULD BE PAID TO THAT STUDENT'S COUNTY BOARD OR
THE MAYOR AND CITY COUNCIL OF BALTIMORE, IF THE STUDENT WERE
ENROLLED IN REGULAR PUBLIC SCHOOL.

(A) THERE IS A SYSTEM OF LEARNING RESOURCE CENTERS IN
THE STATE UNDER THE JURISDICTION OF THE EDUCATION
COORDINATING COMMITTEE.

(B) EXCEPT AS REQUIRED BY LAW, THE ESTABLISHMENT AND
LOCATION OF LEARNING RESOURCE CENTERS SHALL BE AT THE
DISCRETION OF THE EDUCATION COORDINATING COMMITTEE.

(C) THE PURPOSE OF LEARNING RESOURCE CENTER IS TO
PROVIDE A LABORATORY ENVIRONMENT FOR THE DEVELOPMENT OF

ELEMENTARY AND SECONDARY EDUCATION CURRICULA AND FOR

TRAINING STUDENTS FROM PUBLIC INSTITUTIONS OF HIGHER

EDUCATION TO BE TEACHERS IN ELEMENTARY AND SECONDARY

SCHOOLS. AN ACCESSIBLE LABORATORY ENVIRONMENT FOR:

(A) THERE IS A LIDA LEE TALL LEARNING RESOURCE CENTER
UNDER THE JURISDICTION OF THE EDUCATION COORDINATING
COMMITTEE.

(B) THE PURPOSE OF THE LIDA LEE TALL LEARNING RESOURCE
CENTER IS TO PROVIDE AN ACCESSIBLE LABORATORY ENVIRONMENT
FOR:

(1) TRAINING STUDENTS FROM PUBLIC INSTITUTIONS
OF HIGHER EDUCATION TO BE TEACHERS IN ELEMENTARY AND
SECONDARY SCHOOLS;

(2) PROVIDING STUDENTS THE OPPORTUNITY FOR EARLY
FIELD EXPERIENCE; AND

(3) CONDUCTING CERTAIN RESEARCH ACTIVITIES.
