VETOES

(e) In no instance shall any retired member receive
less than the benefits to which he would be entitled under
the provisions of § 11 of this article; provided further
that any member retired prior to July 1, 1973, shall in no
instance, receive less benefits than he had received prior
to such date. Any member who retired prior to July 1, 1958,
with thirty or more years of service shall not receive
benefits in any amount less than [$5,000] $7,000 per annum.

(e-1) Any member who retired subsequent to July 1,
1958, with 30 or more years of service, is eligible to
receive a supplemental retirement allowance in accordance
with the provisions of this section. Beginning January 1,
1979 and each year thereafter, the retirement system
administration shall notify every member who retired after
July 1, 1958, with 30 or more years of service and who is
receiving less than [$5,000] $7,000 in annual retirement
allowance, that the member may be eligible for the
supplemental allowance. Such notification shall include an
appropriate application form requiring the applicant to
certify the annual amount of social security benefits
received. The application form must be filed with the
retirement system administration 30 days prior to the
calendar year in which the supplemental allowance would
apply. The administration shall determine if the member's
social security benefits when combined with the member's
retirement allowance computed without option, is less than
[$5,000] $7,000. In the case the combined benefit without
option is less than [$5,000] $7,000, the member shall
receive a supplemental allowance in the amount of the
difference.
