Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 254.

This bill eliminates special unemployment insurance
contribution rates for employers in an urban enterprise
zone.

Senate Bill 811, which comprehensively structured the
urban enterprise zone program in Maryland, was passed by the
General Assembly and signed by me on May 20, 1982,
accomplishes the same purpose. Therefore it is not
necessary for me to sign Senate Bill 254.

AN ACT concerning

Pensions - Minimum Benefits

FOR the purpose of altering the minimum amounts that may be
received by certain members in the State Employees1 and
Teachers' Retirement Systems who retired prior to a
certain date; and altering the minimum amounts for
eligibility for supplemental allowance in the State
Employees' and Teachers' Retirement Systems.

BY repealing and reenacting, with amendments,

Article 73B - Pensions

Section llA(e) and (e-1) and 86A(e) and (f)

Annotated Code of Maryland

(1978 Replacement Volume and 1981 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
read(s) as follows:
