(10) Recommendations for effective public
education and public input programs; and

(11) The question of who bears the liability for
damage to land, water resources, and animals from the
spreading of sludge on land with a State permit; and be it
further be it further

RESOLVED, That the Commission be composed of:

(1)  2 3 members of the House of Delegates,
appointed by the Speaker of the House of Delegates, and 2
3 members of the Senate, appointed by the President of the
Senate; and

(2)   1 representative of each of the following
departments, appointed by the Secretary of the appropriate
department:

(i) Department of Health and Mental
Hygiene;

(ii) Department of Natural Resources;

(iii) Department of State Planning;

(iv) Department of Economic and Community
Development;

(v) State Department of Agriculture; and

(vi) State Department of Transportation

(3)   1 representative from the Maryland
Association of Counties and 1 representative from the
Maryland Municipal League, both of whom are appointed by the
Governor;

(4)   1 representative of the Agronomy Department
of the University of Maryland, appointed by the Governor;

(5)   1 representative of the Environmental
Engineering Department of the Johns Hopkins University,
appointed by the Governor;

(6) 1 member from the State Water Quality
Advisory Council;

(6) (7) 1 member from the Maryland farming
community, appointed by the Governor;

(7) (8) 1 member representing sewage sludge
generators, appointed by the Governor;
