JOINT RESOLUTIONS

WHEREAS, The residents of Somerset and Dorchester
counties have a continuing and severe problem due to the
presence of swarms of mosquitos during the warmer months of
the year; and

WHEREAS, The mosquito causes a widespread health
problem to any person who works, plays, or happens to be out
of doors during these months; and

WHEREAS, The presence of mosquitos makes worse the
already severe economic problems of Dorchester and Somerset
counties; and

WHEREAS, The mosquito generally is a nuisance; and

WHEREAS, There is a need to use larvicide spraying to
control the mosquito before it becomes an adult; and

WHEREAS, There is a need for a coordinated effort
between the federal and State governments and private
enterprise in the control of the spread of mosquitos; and

WHEREAS, Time is of the essence in finding a solution
to this problem; and

WHEREAS, Previous attempts to control the spread of
mosquitos have all met with limited and disappointing
results; and

WHEREAS, The State Departments of Agriculture, Economic
and Community Development, Health and Mental Hygiene, and
Natural Resources should all be involved in a comprehensive
effort to control the spread of mosquitos; now, therefore,
be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor is requested to establish a committee to study and
investigate effective ways to control the spread of
mosquitos in Somerset and Dorchester counties; and be it
further

RESOLVED, That the committee be composed of:

(1)  1 member of the House of Delegates appointed
by the Speaker of the House and 1 member of the Senate of
Maryland appointed by the President; and 1 member of the
County Commissioners of Dorchester County and 1 member of
the County Commissioners of Somerset County; and

(2)  A representative of each of the following
departments, appointed by the Secretary of the appropriate
department:

(i) Department of Agriculture;
