RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That this
Body requests the President of the United States and the
Congress to extend the 1965 Voting Rights Act until 1992 and
to amend Section 2 of the Act; and be it further
RESOLVED, That copies of this Resolution be sent to the
President of the United States; Senator Edward M. Kennedy,
Senate Office Building, Washington, D.C. 20510; and
Representative Peter W. Rodino, House Office Building,
Washington, D.C. 20515; the Honorable Harry Hughes, the
Governor of Maryland; and the Maryland Congressional

A Senate Joint Resolution concerning
Diving for Oysters
FOR the purpose of requesting the appointment of a committee
to study and investigate the use of certain diving
techniques on the population of oysters in the
Chesapeake Bay and other waters of this State and the
need for safety regulations for these divers.
WHEREAS, The harvesting of oysters by means of
self-contained underwater breathing apparatus diving or
other diving techniques is a new industry that is growing in
the Chesapeake Bay and other waters of this State; and
WHEREAS, A diver drowned in the fall of 1981 because of
a mechanical failure of his diving equipment while he was
diving for oysters in the Chesapeake Bay; and
WHEREAS, There is concern that the new diving industry
could completely deplete the supply of seed oysters because
the efficiency of divers is greater than the old methods of
taking oysters by tong and dredge; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor and the Legislative Policy Committee are requested
to establish a committee to study and investigate: (1) the
