AN ACT concerning

State Procurement Law - Reporting Requirements

FOR the purpose of altering certain mandatory reporting
requirements concerning various procurement related
activities.

BY repealing and reenacting, with amendments,

Article 21 - Procurement

Section 3-206, 3-404, 8-101(g), and 8-601(c)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
read(s) as follows:

Article 21 - Procurement

3-206.

Procurements of not more than $7,500 may be made under
small procurement procedures adopted by a department. The
procedures established by the department shall provide for a
simplified administrative process which is consistent with
the basic intent of this article and which is not
economically disadvantageous to this State. Procurements
may not be artificially divided so as to constitute a small
procurement under this section. At least every 3 years, the
[Governor} BOARD shall review the prevailing costs of labor
and materials and, IF WARRANTED, recommend to the
legislature based on appropriate changes in prevailing costs
of labor and materials appropriate adjustments in the
ceiling of small procurements.

3-404.

(a) The [Secretary of General Services] ATTORNEY
GENERAL shall establish and maintain a monthly list of all
persons found in contempt of court by a federal court of
