(8) Encourage, promote, and review new
techniques, methods, and procedures for emergency services;
(9) Cooperate with and review material from
other states and federal agencies on emergency services
education and training;
(10) Recommend to the commissioner of higher
education rules and regulations necessary or appropriate to
accomplish the purposes and objectives of the Commission;
(11) Review any proposed or adopted national
standards or certification programs for emergency services
and recommend to the commissioner of higher education the
actions that should be taken regarding them;
(12) Prepare an annual report on the activities
of the Commission to the commissioner of higher education,
the Governor, and, SUBJECT TO ARTICLE 40, § 51 OF THE CODE,
the General Assembly; and
(13) Provide a place of storage for the records
of the Commission and the original Governor's Commission on
Fire Services.

(c) (1) The University shall provide the State Board
for Higher Education, the Board of Public Works, and any
member of the General Assembly, with any information on any
phase of operation of the University that may be requested.
(2) [The] SUBJECT TO ARTICLE 40, § 51 OF THE
CODE, THE University shall make an annual report to the
General Assembly covering its work. The report shall
indicate clearly by donor, amount, and purpose, each gift,
grant, or dedication of funds received or made available to
the University during the year. However, the purpose of any
gift, grant, or dedication may be withheld if necessary for
reasons of national security.

(g) Before January 1 of each year the board of
trustees shall submit to the Governor, SUBJECT TO ARTICLE
40, § 51 OF THE CODE, and TO the General Assembly a written
report that:
(1) Describes its activities; and
(2) Contains a statement of its receipts and
expenditures.
