(5) Within constraints of law and availability
of funds:
(i) Provide technical and management
assistance to minority business enterprises;
(ii) Provide the managerial and
organizational framework through which joint or
collaborative undertakings with State agencies or private
organizations can be planned and implemented; and
(iii) Defray all or part of the costs of
pilot or demonstration projects which are designed to
overcome the special problems of minority business
enterprises;
(6) Advise and counsel the Governor on State
government activities designed to promote minority
employment within the State;
(7) Advise and counsel the Governor on all
matters that affect the rights and interests of the citizens
in the minority communities of this State; and
(8) As authorized by the Governor:
(i) Provide assistance to minority
citizens and the communities in which they live; and
(ii) Represent the Governor in matters
that relate to minority affairs and, generally, in matters
that relate to the promotion of equality among the citizens
in this State.
(9) Prepare an annual report on the activities
of the Office and submit the report to the Governor and,
SUBJECT TO ARTICLE 40, § 51 OF THE CODE, to the General
Assembly no later than the fifteenth day of each regular
session of the General Assembly.

(d) Before November 1 of the year preceding the
evaluation date of a board under Section 486 of this
subtitle, the Department of Fiscal Services shall prepare an
evaluation report based on the evaluation plan adopted
pursuant to subsection (c). [The] SUBJECT TO ARTICLE 40, §
51 OF THE CODE, THE Department shall submit the report to
the General Assembly and make copies available to interested
parties and members of the public.
(h) On or before the twentieth day of the regular
session of the General Assembly in the year of evaluation,
